Nine Arrested in Obongi District Over $5 Billion Shillings Project Scandal

Police Arrest Nine Over Shoddy Work on Multi-Billion Shilling Projects in Obongi

Police in Obongi District have arrested nine people for causing financial loss to the government by doing shoddy work and failing to complete projects worth over 5 billion shillings under DRDIP.

Those arrested include directors and employees of Victoria Enviros, which was supposed to complete a piped water scheme in Waka, Itula Subcounty, by last year at a cost of over 902 million shillings. They inflated the project by over 200 million shillings and only completed about 30% of the work.

Others arrested include the director of Nyongos and Sons Ltd, who received a contract worth over 560 million shillings for the renovation of a two-classroom block and fencing at Palorinya PS in Palorinya Subcounty. The company did shoddy work, inflated the contract by over 100 million shillings, and failed to complete the work on time.

Additional arrests include individuals from Paribus Construction Company, which was awarded a project worth over 800 million shillings for constructing an isolation ward and staff houses at Lomunga Health Center in Gimara Subcounty. This project was supposed to be completed over one and a half years ago.

The arrests follow a directive by Dr. Robert Lim Lim, the director of DRDIP in OPM, to all CAOs that all projects under DRDIP in all districts should be completed by June 15, 2024. The directive was copied to all RDCs and district chairpersons.

Yesterday, an emergency meeting was convened by CAO Obongi District, Mr. Otim Benson Humphrey, to implement the DRDIP director’s directive. The meeting, chaired by ACAO Sam Tako and attended by the RDC Obongi, Mr. Samuel Mpimbaza Hashaka, ARDC Habiba Furaha, DISO Denis Elyebu, Vice Chairperson Okuonzi Louis Drale, DEC members Michael Azubu, Gasia Fatuma, and Jumbo Ahmed, and the Obongi District Engineer Ivan Onapa, resolved to take stern action against all contractors who have done shoddy work and failed to complete work on time.

SD RE: 21/11/06/2024 Causing Financial Loss to Government:

  • Mr. Nicholas Nabikolo, Director, Paribus Construction Company Ltd: Construction of a staff house and isolation ward at Lomunga Health Center II at over 800 million shillings.
  • Mr. Ayutia David, Site Engineer, Nyongos and Sons Ltd: Renovation of a two-classroom block and fencing at Palorinya PS.
  • Seven employees of Victoria Enviros over a 902 million shillings tap water project, which was inflated to over 1.2 billion shillings. The work was supposed to be completed by last year but is only at 30%, yet it is supposed to be completed by June 15, 2024.
